SETEX provides a “Factor” which pro-rates the published construction unit rates based on specified labor, equipment, material or systems costs. These costs are also adjusted based on the location (Region or City/State) of the construction project to take into consideration local market costs. Job Order Contracting is performed on many public projects such as Federal, State and Local Government Entities. Currently, there are thousands of successful contracts going by the JOC name or by delivery order contracting (DOC), task order contracting (TOC), on-call construction (OCC), IDIQ contracts, and its Defense counterpart of simplified acquisition of base engineering requirements (SABER).
